I’m always curious about the sensual massage industry in other countries which is why I’m listing 10 countries where sensual or erotic massage is legal (For 2026).

Please note that the term “sensual massage” is usually part of the broader adult services industry in most every country. For example, erotic massage parlors, adult spa services, or regulated sex work.
This list is definitely not about mainstream therapeutic massage.
First up on our list is…
1. Germany
Germany has one of the most fully legalized and regulated sex industries in the world,
This includes sensual and erotic massage and adult services. Prostitution itself is legal and regulated. Sex workers can register, pay taxes, and work in licensed establishments.
Brothels and parlors for erotic massage is legal in Germany with permits. The advertising of sexual services is permitted under law.
This structure supports ‘legit’ massage therapy while allowing adult-oriented spas to operate openly.

2. Netherlands
The Netherlands is well known for its liberal approach to sex work.
Prostitution was legalized and regulated in 2000, and adults can legally sell sexual services, including those offered at erotic massage venues (such as Asian massage parlors), as long as they are licensed and adhere to local regulations.
The industry is mainstream enough that erotic massage venues can be openly advertised and operate similarly to other adult entertainment businesses.
3. New Zealand
Under the Prostitution Reform Act 2003, New Zealand fully decriminalized prostitution, creating a regulated environment for adult services.
This includes brothels and potentially sensual adult massage services as part of the broader industry. The approach emphasizes worker rights, occupational health, and safety protections.
This differs from the usual criminal penalties for consensual adult activity.
4. Switzerland
Prostitution in Switzerland is legal and regulated.
Although explicit erotic massage is governed by broader sex work laws, many adult wellness and sensual massage establishments operate within this regulated framework.
Individual cantons oversee whether such services are permitted and how they are advertised.
Overall, the Swiss are known to have a vibrant adult services sector.
5. Austria
Prostitution itself is legal in Austria (especially Vienna) under regulated conditions.
Adult-oriented massage services (e.g., body-to-body, Nuru or sensual spa experiences etc.) often operate legally as part of the adult entertainment industry.

It’s interesting to not that there’s a growing segment of the wellness industry that intersects with erotic massage.
6. United Kingdom (England, Wales, Scotland)
In most of the UK, sex work — including erotic massage which is classified as a sexual service — is legal to sell and not criminalized.
It’s the advertising and brothel-ownership laws which often complicate commercial operation.
Adult massage and sensual bodywork services are usually marketed under adult entertainment categories, and many operate openly within UK law.
7. Denmark
Denmark legally decriminalized the sale of sexual services which is similar to the Nordic model.
This encompasses a wide variety of industry which includes consensual sex work, sensual adult massage, BDSM etc. and can be offered legally by adults. There is a clear distinction between pimping and organized exploitation which remain illegal.
It is individual erotic massage providers who can operate with fewer legal restrictions than in many other countries.
8. Finland
Finland allows the sale of sexual services by consenting adults. Although public solicitation and certain aspects of organization are restricted.
Erotic massage venues or sensual adult services usually operate within this framework, balancing legality with public order regulations.
9. Argentina
Prostitution and adult services are legal and unpenalized in Argentina for adults.
Although organized brothel ownership and pimping are restricted.
This legal status supports a range of adult industries, including sensual bodywork and erotic massage venues, particularly in urban centers.
10. Costa Rica
In Costa Rica, prostitution is legal while pimping and organized sex trade activities are prohibited.
Sensual adult massage and erotic bodywork services can exist in a legal gray area under personal services or adult entertainment.
This is only as long as they are marketed consistently with regulations and without third-party exploitation.
